BURMA.
31. Rules have been framed governing dealings in cocaine, novocain, oucaine, beta eucaine, beta eucaine lactato and holocaine. Licenses for sale are granted by Collectors of districts on a fee of Re, 1 per annum to pharmacists, that is, to persons who deal in European medicines and drugs as a means of livelihood and to whom a license has been granted for this purpose under the Excise
Act.
32. The maximum limit of possession authorized by the license is half an ounce, which may be raised in individual cases under the previous sanction of the Excise Commissioner. The licensee is required to make all his purchases either direct from Europe or from a licensed vendor in Burma,
33. Sale is only allowed under the license to-
(a) medical practitioners, that is, persons who have been registered under an English Medical Act or who have received a medical diploma from an Indian University and who practise medicine according to European methods;
(b) persons producing prescriptions of medical practitioners as defined
by the rules; and
(c) other license holders.
34. Possession is prohibited except in the case of-
(i) licensed vendors;
(ii) duly qualified medical practitioners using the drugs in the exercise
of their profession; and
(ii) persons who have purchased the drugs from licensed vendors for medicinal purposes on the prescription of medical practitioners
as defined by the rules, in which case one issue is allowed on each prescription.
35. The number of licenses granted during 1909-10 was 36. The total seizures amounted to 9,39,685 grains.
